Short-term Accommodation continues to expand. Can regulators keep up?

One of the challenges for regulators policing the sector is actually locating STA properties operating in their areas. Unless compelled by State legislation, such as in NSW and Tasmania, the online platforms keep the owner contact and property details confidential.

Houses were built for people to live in, to raise children, to make memories, to create communities and become homes. They were never intended to be hotels. Instead, many homes have effectively been turned into hotels and let as Short-term Accommodation (STA) promoted by online platforms such as Airbnb, Stayz, Expedia etc.


However, whereas hotels are regulated, STAs are not. It has been reported that a Brisbane landlord has evicted tenants and turned an entire apartment building into Airbnbs, taking more accommodation out of the long-term market. In Mornington Peninsula, one owner has 47 properties which are operating as STAs. Clearly this is a business operation.

Business Driven Companies

The companies promoting the sector are business driven. Worryingly, Airbnb (the largest player in Australia) has been growing approximately 30% year on year with aggressive strategies in place to drive expansion.

Regulation of the sector is complicated. While responsibility rests with the LGAs, State Government has a significant role. Additionally, many other authorities are involved and there are many stakeholders. When authorities do act, they are often playing catchup.
